07   Dear Customer,
08   This is to officially inform you about the recent agreement with the
09   Federal Government of Nigeria to settle some of their foriegn debts and
10   contract/claim payments which will fall under the category" 1A".
11   Based on thisdevelopment we have been mandated to reconcile and effect the
12   immediate transfer of your over due payment this Second Quarter section
13   fiscal 2008.
14   Your File has been verified by our team of Accredited Technical/Financial
15   Experts in respect of your over due payment and we discovered some
16   complications and irregularities which has been rectified.
17   Your payment has been arranged and programmed via our ATM Card instrument
18   Payment Centre of OCEANIC BANK INTERNATIONAL PLC. The new payment
19   regulatory mechanism was adopted in line with International Monetary Fund
20   (I.M.F.) regulation and was approved by the present administration after
21   the last Federal Executive Council Meeting.
22   The Payment Center will send to you an ATM CARD instrument which you will
23   use to make withdrawal from ATM Machine point in any bank in any part of
24   the world with a maximum withdrawal of(Twenty Five Thousand United States
25   Dollars) per day as activated to the International scientific payment
26   instrument.
27   However,this office have been authorised to effect the release of your
28   contract/claim fund and your payment code tag number is (811). This is
29   based on the new payment mechanism for a hitch-free transfer of your fund,
30   and this code number MUST be indicated as your reference subject when you
31   are contacting this officer. It is also mandatory that all beneficiaries
32   must apply for the ATM CARD before his/her fund payment will be released.
33   Note that the ATM Card will be forwarded to you through Diplomatic Courier
34   Service as soon as you reconfirm the following informations:
35   (a) Your full names (b) Your private telephone/fax numbers (c) Age
36   andOccupation (d) Copy of your identification card/International passport
37   (e) Your contact address for the delivery of the ATM Card.
38   These information will be forwarded to our Payment Card Centre for final
39   accreditation. Forward these informations through a return mail to this
40   office and reconfirm your total Contract/inheritance Sum to avoid
41   impersonation and wrong transfer of funds. We shall appreciate your
42   co-operation to make sure that your ATM CARD is delivered to you within the
43   stipulated time.
